Is the U.S.A. terrorizing other counties?

If another country kills some one here they are terrorist? If we kill people in other counties we are fighting a war? I am afraid for the American people because the U.S. government is out of control. I heard a judge tell a women yesterday that she has no rights, in a court room. I am scared.
