At what week gestation can you get a rough idea of the gender of a fetus?

I've heard that as early as 12 weeks they can give you a rough idea because of the inner workings of the fetus because both male and female have the beginnings of body parts that become their defining parts. Is this true? I don't really know a more simpler way to put it.
